Winters are wild here, though not as bad as in Hudson bay or Edmonton. snow will be here for 4 - 5 months a year and Winter is around 7 months. The max low temp will be around -25 for a couple of days for a few months. As long as you will be in an office job, this is very managable.
once you join for job, you can apply for PR and if that comes in 2-3 years, then after 4 years you will get the passport in your hand.Then you can go to the USA as a king and no one can stop you.
regarding marriage, if you prefer to be here, you can register in Shadi.com / tell your parents to look for a bride and then short list 10-20 people whom you can see by taking a short vacation to India. you can get engaged / married and then sponser them to Canada. Normally as per Indian traditions, the bride's family will give a lot of money (dowry and otherwise ) during the marriage which you can use for flight tickets / initial set up / sponsering costs etc...

I would say don't just look at the $s. 90K might look too yummy. But keep in mind Canadian taxes are considered killer by many. You might consider health benefits as advantages over higher taxes. You might even save on taxes, but consider this: you are single, young and don't wanna settle down in Canada.
No place is good or bad. It's all relative. You just don't decide to move to Agra or elsewhere just because it has good petha or no petha.
Does that job add any values to you? Do you see growth?
Do you think you can get offer from similar company and with similar job profile elsewhere?
10 years from now, do you think you would feel good about this Ottawa move?

Regarding Canada, yes I agree, winter is brutal. Jan and Feb are killer. (But hey, we all need warm vacation after job well done )
I've got nothing else to say against this country.
If US economy swings between 100 and 0, Canadian economy swings between 80 and 20. Indian economy swings between 70 and 30.
One final thought, we all have to settle down at some point of time and somewhere and you might find Canada be the just-right place with just right amount of "petha". Good luck.

Ottawa is a fantastic place to live on 90K.
In general, Canada is a great place to LIVE.
In general, Canada is NOT a great place to SAVE a lot of money.
You can save some money but not as much as you would in the middle-east for example.

Its been observed that NRIs tend to get a raw deal when it comes to arranged marriage as 3-4 weeks / year is not enough to finalize a life long most important relationship in your life which shall shape your life plus be a driver to your future income as well (stress levels etc ) .... Converted to monetary terms , I think this is the biggest constraint as if you have skills and experience , you can find suitable jobs in any part of the world ...
31 is a very comfortable bachelor age and since you have spent so many precious years in building a career , do not squander it away in a hasty marriage decision . If I were you , I would go back to India for an year at a good career position , get married comfortably and then start searching avenues in N America / else where . Jobs can be searched / switched - marriages can't .
By 2010 , the market might also start bouncing back . Though it may appear to be a 'no' decision to some (given 90K salary ) - but I m sure marriage is more important .If you are worth 90K today , you will be worth 100 tomorrow .
Canada has got a huge Indian community - another alternative is , you can do bride searching here ..... Good Luck.
