Are photos taken by photographers abroad permitted by passport canada?

I have my son having PR status has been living in India for 12 months. I have applied for his citizenship along with my family file. I need his two phtographs (as per specifications) for canadian passports once I have certificate of canadian citizenship in order to have his canadian passport. Can I get those photographs from India? We have to submit the name and address of photographers to passport canada along with the photographs to passport canada.
Getting Canadian passort from canadian embassy in India is an expensive and impractical option which can be considered as last option.

If they can take pictures in any country, I am sure that India is also included in it. Make sure the pictures comply with their requirements. Print and take a copy or open this page and ask him to read first before he takes those pictures.
