I know that now I am in India, so I cant’ apply new application from Canada itself. I have to go there Canada for fast processing and get early PR.
My question was that if I go to Canada on WP (Before Sep, 2009 means
1. Before expire of my new IELTS result (appeared on Sep, 2008)
2. To fulfill this rule “worked full-time temporarily in Canada within the
last three years” condition under new Immigration rule) because I
have already one year full time work experience (Oct, 2006 to Nov,
2007))
then I will again become eligible for new application. You know that processing time in Buffalo Office (12- 18 Months) is very less as compared to India (62 -72 Months) and my points (68) are already crossing Immigration cut off points (67).
My planning is like that to go to Canada (before Sep, 2009) on WP, Get PCC from Indian Consulate, Fill All necessary Applications forms, have already Bank Account there and then SUBMIT a new Fresh application on Buffalo Office.
I hope my sentences make you clear about my situation. Kindly let me know your expert suggestion.

See if you can get a work permit and enter Canada. It will take you some time to get it. Watch out for these delays. If you are ahead of the game and have everything ready, then, move in and apply. If it gets delayed, then once again you will be back to square one.
At the same time, if there is need for your profession in Canada, you can fast track. The newer system only takes an year or so. Hence the suggestion that you take that route. You apply fresh if you think you will succeed.

Can you please share the source of this info... I mean, how do you know new system only takes a year or so... have you seen actual instances... I called CIC and as usual they can not tell how long it will take... they can only say that new system gives priority to those 38 select professions and processing is faster...
Also, would like to add that even in old system some guys were lucky enough to get PR in 1.3 yrs (interview waiver cases)....
