I HAD LANDED IN CANADA WITH FAMILY IN SEPT 2004, BUT SINCE THEN I AM OUTSIDE CANADA AND AT PRESENT I AM IN INDIA. NOW I HAVE DECIDED TO SETTLE IN INDIA PERMANENTLY. MY PR CARD IS GOING TO EXPIRE IN SEPT 2009. I HAVE SOME FINANCIAL MATTERS AND BANK ACCOUNTS WHICH ARE NOT ACTIVE. I AM PLANNING TO VISIT ONCE TO SETTLE ALL THE ISSUES, I WANTED TO KNOW WHETHER I SHALL BE ALLOWED TO ENTER CANADA AT AIRPORT? WHAT NECESSARY THINGS I SHOULD DO i.e SHOULD I RETURN THE PR CARD TO IMMIGRATION OFFICIALS WHILE LEAVING CANADA? I DO HAVE TEMPORARY DRIVING LICENCE ALSO, SHOULD I ALSO SUBMIT BACK?

You can certainly visit Canada with the PR Card. If they ask please explain to the officer at the P.O.E. why you are here and the purpose of your visit. Please tell him it is to sever the residential ties.
Please make sure that any return of the cards or the closures are done in an approved manner, preferably by registered post with a covering letter. Please leave no paper trail back to where you are heading to. In short do not tell them where you will be staying.

Please follow through this section and also contact them through e-mail and establish communications with them. If needed open a new e-mail account. Also open up a PO Box anywhere in ANY OYHER part of the world at an expense. Also bring in the correspondence with you.

This is by no means exhaustive. The procedure that calls for IS exhaustive and time consuming and they will have to provide you with a clean bill of departure. Go through the same as best as you can.

I for one do not know where you are currently. If you ask for the materials to fill in and mail to them, they will know where you are and where to send them because you will have to give them a return address to which you want the materials to be sent. Here is where you write to and ask for the forms and materials that you want to fill in. Hence ask for the PDF and provide them an e-mail address. (This is the snail mail system)
That cuts the paper trail. Ask them to respond back to you at that e-mail. Also that might give you their e-mail to respond back to if it is not a one way street.

Since you are not particular in maintaining your privacy, you can openly write to them or fill in the form and send it to them in a manner you wish to do. It should be good enough.
Also, if you want to do the same from a distance and not appear here for these items that you want to return, you can do the same from India and by registered post. That includes the banking also. It will save you a whole lot of expenses too. Unless you want to visit Canada and enjoy the vacation.
All these are open to you and others will chip in and tell you the measures that they took to complete the process.
