You need to have patience and two weeks is not enough (I know it's easy to say but very difficult to understand when you are not receiving even reply). Please look at your 'resume' again and modify it is as per job requirement.
For example, if you are applying for survival job, just don't write in your resume BE/MBA (make it just a page for 'survival jobs'). If you are just plain lucky (hey if you really lucky then just buy 'lotto' ), then only expect job in your field in short time, otherwise you need to wait and try.
Lot of jobs are through references (a kind of 'sifarish'), but it is true everywhere (may be little more in Canada) and the problem new immigrants face is how to find these references.
Don't expect too much from employment programs, but if you are free then no harm in joining it (atleast you get to know some people). But it surely can't get you any closer to job in your field ( probably will make it easier to find survival job which you will get without such programs too). My opinion might be biased, as I don't think that these programs are suitable for BE/MBA people like you. By the way Employment resource centre need people like you to save their job.
Please provide more details about your job experience and somebody will guide you.

WIFE: Looking for an entry-level job. Work-experience of 2 years in India. Education: Masters in Arts (Sociology).She has been house wife as we had to take care of our daughter (daughter is currently 5 years old). She is open to any type of jobs such as Customer service representative, teacher, etc.
We both are very fluent in English.
Please can you guide us and refer us to any suitable employer you would be aware of who can give us our jobs. We would be thankful for any support that you can extend.

We should trust the reader to make their own judgment. I personally find TK's views direct and useful, and I also find MR's points useful and thought provoking.The Charcha section would be poorer without either of them.
It does not mean I agree with one or the other. It helps get a balanced view of two different sets of experiences. And that is what most people come here for, information, viewpoints, direction, and support.
To the main point, I think these workshops for employment are helpful. They give an insight to what it takes to succeed here. Do you have a customized resume and cover letter? Do you know how to network with perfect strangers and not ask for a job but get an idea of ways they could help in getting one? How to dress for formal meetings?
It is a good refresher at the least, as you might be a bit rusty with these skills, maybe not having used them for job search for a while.

You are in canada only 2 weeks,don't panic with negativism,take it easy and relax..job would come.In a foreign country either in europe or NA it takes 4-5 years to settle.I am based in europe and have a PR for Canada but chose not to come.Basically because i am well settled in West europe and both of us have a nice job.There is no problem with survival job..i got 2-3 easily in toronto when i came there in 2007 end.It might be a bit hard now with recession but not impossible.Keep looking the way you are instead of talking too much with too many.Job is not only the qualification and eligibility but also to be in right place at right time.Be flexible and open but focussed.
If you have good common sense and good language you would get the job...all talk of racisim and kala or gora is bullshit...hard work and right attitude are valued...above everything else,everywere..be it India or NA or Europe.Be straightforward,honest and little streetsmart...
