I got a friend on a study permit for a college in toronto but he wishes to study in alberta as he has a family there. I checked his study permit and it states this -
"Must be in attendance at a college approved pursuant to the immigration regulations"
Internet searches show this:
"Must be in attendance at a college approved pursuant to the immigration regulations ", means in Reading at the same level during any transfer between colleges.
Can somebody explain what does that statement mean? Does he needs to obtain an acceptance letter from a college in manitoba and then cancel his acceptance here( he has not registered so far)? Or can he just cancel it here and go to manitoba and try to get admission there. Will his study permit be still eligible?? Or are there any other conditions that needs to be fulfilled.
Your advice would be appreciated.

He needs to get an admission in a college in Manitoba and enroll there. If he has not yet registered in Toronto, it is not necessary to inform the college.
Normally, a Study Permit is valid to study any where in Canada. However, if Citizenship and Immigration Canada (CIC) mentions college name on the permit, it would be a good idea to inform the CIC about the change of college to avoid possible complications at the time of next renewal or change of his Immigration status.
