A friend of mine visiting Toronto in Aug would like to know:

" Landing in TO in Aug as a Landed Immigrant, Do not intend to stay in Canada but wish to legally continue PR Status Please guide how can this be done &
for how many years long, If necessary will file Local Tax Returns"

Your friend needs to meet the residency requirements -

If he/she does not maintain residency from tax point of view, then there is no need to file taxes.
Conversely, filing taxes does not "buy" you PR residency.
