PR Card Renewal

Let me put this again to you, since its a little confusing: the holder of a PR card whose validity runs from January 2007 to January 2012, after spending 3 months in January of 2007 in Canada, went back home or wherever he/she came from, returns to Canada in June of the year 2011i.e approximately after 4 years. I was told the PR status would be valid provided one stays on in Canada till getting ones citizenship. Is this correct?
The purpose of PR I understand is to finally get citizenship; it would be pointless to indefinitely prolong the PR status forever.

No, not correct. You are still confused between validity of PR card and PR status as nicely explained by pratickm. In the example you gave the person returning to Canada in 2011 after 4 years can be refused entry even if his/her PR card is valid for one more year i.e., 2012 in this case.

Please read the following residency requirements very carefully.
This are the CIC rules and as far as I know, there is no [legal] workaround to this.

The residency requirements in the above link are defined very clearly and crisply - there is no scope for confusions, multiple interpretations, etc.

Not at all - there are a large number of people who don't acquire Canadian citizenship for a variety of reasons.

The CIC link you gave me is titled "Renewal of Permanent Resident Card"; apparently, for the renewal of this card, the 730 day rule applies if you have held the card for 5 years or more. The PR card is for travel outside Canada. If you come to Canada with a valid PR card, you cannot really be stopped from entering Canada on any legal grounds.
At any rate, thanks for responding to my queries. It is now getting clearer for me what the Immigration Consultant meant.

Whether the Immigration Officials have the power to stop the person from entering or they will ask the person to appear before CIC Judge?

You did NOT read the entire page.
You simply read the title and moved on....
If you read the entire page, it lays down the residency requirements

That page clearly states the rules when you have not been a PR for 5 years or more.

Suba, Pratick is 100% right, even if a person holds the valid PR card but never lived in Canada and tries to enter the country in the last year of PR card validity, he/she hasn't satisfied the 730 stay rule and can be stopped, returned or sent to a judge...all on the discretion of immigration officer.

If the immigration officer is naive like Gulam mentions, what else the immigrants ask more for!!
