I left India in 1982, before leaving I did have accounts in nationalized banks with a good sum of money, which was used up on my occasional visits to India. I never bothered to open a NRO or NRE account as little expenses were met out of this Indian Rupee Savings account. For bank records I am still a person living across the street.
The question is can I now transfer this account into NRO account in Indian Rupees and subsequently transfer money out of this account to overseas.

To my knowledge, the amount in INR ( indian rupees) in NRO account cannot be converted to dollars officially.
However, any amount in NRE can be converted back to dollars and vice versa
You need to obtain RBI permit to move indian rupees to Dollars.

Simple answer to your q is (although you need to find facts on internet )
If you can show the origin of money from abroad , you might be permitted to repartriate it , provided it is invested in repartriable investments ... See RBI s website for more info ...
One work around is --- transfer the money to an Indian resident relative who can later gift it to you outside ... The limit if I am not wrong is USD 100K per year .
