The CREA's claims against the Competition Bureau regarding agency weren't strong enough for the CREA to spend money defending and the Competition Bureau didn't feel it necessary to push the CREA to allow non-Realtor access to MLS listings. Simply put, as far as I can tell, you'll still have to use a licensed Realtor to list your home on MLS and that Realtor will still have the option of not charging a flat rate or simple MLS® listing fee.
It's not going to change anything till MLS database is open (read-only) for everyone. Bad Realtor are in business because of information hiding behind MLS. 90% Realtors feel that by running couple of queries on MLS and telling the perfect magic number costs so much.

Ottawa ponders further tightening of mortgage rules
The federal government is once again looking at tightening rules in the Canadian mortgage market, according to a source close to the situation.
Finance officials are set to meet in Ottawa on Monday with some of the country’s leading economists for pre-budget discussions and the subject of whether to tighten housing regulations may come up.

I can never figure out the Vancouver housing market. On a national basis, September home sales gained 3 per cent, the second monthly gain in a row, while prices were down slightly as compared to year-ago levels.
