Hi,
I became a Permanent Resident (PR) in Oct. 2008.
Applied for OSAP in January 2009 and got OSAP loan for Winter term, without filing Income Tax papers for 2007, as I was not a PR at that time.
For 2008, I have not yet applied, but am applying now in Nov. 2009.
Do I need to file income tax papers before applying for OSAP.
I do not owe any tax, as I did not earn anything so far, so I may not be required to file tax papers. But for OSAP application, do I need to file?

Yes I think you have to file your tax returns whether u had income or not. I had applied for my son and the file is on hold saying that we should submit the CRA assessment for 2008 even though we landed only in August 2009. So his OSAP is still not sanctioned.
