Technically, it is not a visa (i.e. it is not a sticker), it is just a status - stamped on your passport (by the immigration officer) as "TN" with an expiry date below it. Yes, you receive it at a US port of entry or at canadian airport PFI (Pre-Flight inspection) on your way to the United States.
