Hi everyone,
My mother's visitors visa application was refused twice three years back.
After that I applied for her PR. Recently I received her financial approval papers and her application has now been forwarded to Singapore for final processing. This is expected to take another agonizing 3 years.
I was wondering if I can apply for her Visitor visa again now? If yes, what do I need to do to make sure she has the best chances to get it.
Does anyone have had similar experience?
I have been living in Canada for several years and hold a good job.

Sorry about the refusal on the previous two occasions. What ever you did this time did click and there is success at last.
Since you are here in Canada, you will do better visiting a Immigrant Help Center and find how to go about it and they will walk you through the process swiftly, as they have been doing it for others like you.
But you surely do merit a visit from her to this place here in Canada. And it is possible to apply and get a visa the soonest. For this, you will have to assure them that she will return and so provide her with a Return ticket for that purpose and also obtain health coverage for her, commesurate with the travel duration. On a few occasions they did ask them to undergo a medical examination. So be prepared for all of this and the delays associated with the process.
An invitation letter with all of the above, with your commitment that she will return and well tabulated with all of the above details, will surely secure her a visa. It is possible and the Center might be in a position to tell you how many have been successful too.
