I belive this vaccine is necessary for everyone travelling outside the country and not only infants. We are currently in India and all 4 of us had the vaccine done. For our baby who is 12 months old we could only get one shot done and plan to do the balance later. But feel its important even if you have to pay for it (we paid $600 in total for the family for one shot each of twinrix ~ hep A & B combined!!!) since this disease can be so serious.

Hep B vaccine is very important for everyone regardles cost, your place of residence and traveling, This is the only way you can protact yourself fom getting Hep B. I dont know about 12 mo old but if Doctor is suggesting thn I would say dont think twice.
Hep A can be cured and it is not a permanent one, so you can go for only Hep B vaccine if it is cheaper.

You can have the vaccine in inda as well for way less price. I got it done for my kid while we were there in india itself. I guess i paid around 800Rs which is close $20
