Great to know and thanks for clarifying.

When you are outside Canada, you can maintain your PR status, not apply for a PR card.
You are right but it stands true for people who do landing and return and wait for a later time to relocate. For them PR card is not needed and is needed when they permanently relocate.
We are PR's working for a Canadian company outside Canada and hold PR cards, we travel to Canada twice a year for vacation and immigration officers suggested us to work with PR cards and not to apply for Travel document each and every time we visit. It is not cost effective for a family of four. Since you are a Canadian citizen your wife can apply for PR and should also get a card. For card delivery you'll have to give a local Canadian address, we used our lawyer's address and it was delivered without problem.
In your case
1. Please check this with a lawyer or someone before you fill in this. I can only give you example from my personal case, we gave our residential address which is not in Canada but for card delivery we gave our lawyers address which is in Canada. Also note that my kids cards were not delivered to our lawyers office and we visited CIC office personally to collect them. If there's an option and you can take a trip to Canada, fill in for collecting it personally.
2. I'm not sure of the Embassy near you but the nearest should do.
3. It depends but should be between 3-6 months. We got our kids PR in 3 months.
Hope this helps.

Iceberg is correct that if you live abroad you cannot renew PR Card.
You are still maintaining PR status, so it does not matter.
When you have to return to Canada you have to apply for a TD.
PR Card renewal applications can only to mailed to Canada and PR cards must be picked up in person.
So for someone living abroad it does not make sense to apply for PR Card anyway.
As far as I know, they do not allow any exceptions to the in-person pick-up rule.

Pratick, I agree with whatever you wrote but our case is different and even if we live abroad we keep travelling to Canada, so for someone even if they are abroad but travel often PR card will help. Catherine even suggested to have a log of all incomings and outs for future citizenship purposes.
