I had an irrespectful behavior from a municipality officer who his duty is to issue tickets regardless of human rights as Canadians.
In brief, I parked beside NBC bank at Salaberry st. , montreal, to access its ATM machine. It was 5pm and at the time of getting out of my car I saw a tall man who just parked his red municipality car, the agent who issue tickets and make your day happy! He approached the car which was parked ahead of me and I asked him:"Is it ok. parking here", he replied by ponting his finger to the car indicated. I went into the ATM machine and suddenly I saw the same agent approaching my car from the back and started issuing me a ticket. I hurried outside and asked him: "Are you giving me a ticket. why? I asked you and you said nothing". He replied:"check that sign at the end of the road. You can't park after 4pm". I looked at that sign and it was 5 cars far from me and it says: 1hour parking between 8am till 4pm.
I then replied:"" Well, is it a puzzle. Do you expect me to check that sign and I asked you at the time of my arrive"... then he became angry as if he is going to arrest me or so.
I realised then that this is not my place to hold on and get into the bank to complain(it was still openeing - but they did nothing).
I got an $85 fine for parking in a place which is prohibited.
Let me ask then:
Where is human respect and human communication between citizens and government representatives.
Are we turning into money machine making regardless of human rights as a first world country!
Is the agent's behavior considered to be normal or against law?
What shall I do?
I believe that you should pay your fine - you did commit an error, regardless of how that guy spoke to you. Before parking you should always look for signs. its just common sense.

1.Make a sketch of the location.
2.Carry your camera and shoot pictures of the actual location.
3.Make a detailed note of all the happenings with time stamps to the minute.Do you have any witnesses?.
4.If possible include the name of the officer.
5.Go down to the City Hall and meet the Parking Ticket Enforcement Chief(if possible after an appointment).
6.Be polite, courteous and explain the situation to him.
7. Be fair and do not diatribe/do bad mouthing of the ticketing officer.
8. May be he had a bad day, got from the wrong side of the bed, had a bad morning with his superior, officer or somebody else.
9.I gaurantee that after this they will tear your parking offence ticket and throw it out.
10. I think this ticket will not affect your driving Insurance.
11.If you are fair in your presentation the Laws will be fair to you.

The law will always favor the lady when in contest with a man.
The law will always favor the child when set against an adult.
In Canada the laws always favors the downtrodden/poor and the people who need help.
Justice will prevail.

He pointed to the sign instead of answering verbally and you did not read the sign. He could have come a few minutes after you were inside the bank and still ticketed you. Irrespective of whether the officer was there or not, you are supposed to read the signs and follow them.
Sure you can go to City Hall and dispute, may be the judge will reduce the fine.

Before I get lectured about "preaching", let me say that I have had parking tickets. The first reaction we Indians have is "how do I get around this ticket". Sure enough, there are hundreds of desis who will either give advice about this, or say that it is not enough if you pay the ticket............ just fight it.
The fact of the matter is this - and it might sound like a sermon, but that is ok. The system of "fines" is around to make us conscious of our responsibilities . Now if you say that the enforcement officer mislead you into committing a parking infraction, it can be just a matter of interpretation. It is not going to be easy to prove to a judicial officer that an enforcement officer deliberately lied or mislead the OP into committing an offense.
I have had a couple of parking tickets in the last 10 years. I paid them without a fight because I broke the law. I have been very careful since then, and make every attempt to follow the law to the fullest extent. That is me, and I am proud of my integrity and actions.
I wish more people on this forum encouraged the OP to pay the fine and be careful, instead of showing short cuts. Besides, when we assume that we can beat the law, the underlying assumption is that the enforcement officials or the city clerk is wrong and dumb. Wrong assumption !!
