NRI stands for non resident Indian, and refers to both people who have taken foreign nationality as well as who still carry their Indian passport .
Indian passport holders can always vote if they are there in the city /polling booth, they can also use postal ballots , use passport as photo identification in lieu of voters id .
I doubt that non indian passport holder ( OCI card holders) will ever be allowed to vote as technically it is not possible.
suggestions are welcome as i am still a indian passport holder and also in india after six years in Usa and canada

OTOH, Indians with Indian passport, NRI or not, can get voters ID. Later NRIs (Indian passport holders) can vote via "electronic voting system".
PIO / OCI are a forgotten lot after getting good money from them for the card. What happened to the Indian Diaspora stuff? Just a slogan?

Meghal i like your choice of words ' sheer stupidity' for being present at the ballot box, which can also imply as having a resident address in india just like address is used for drivers license in canada , also to enlighten you , postal ballots are also used in india. There is also a system in india where one can nullify ones ballot if they do not like the candidates.
Any person who has relinquished / given up Indian citizenship and taken citizenship of another country implies that he /she are now part of the political, social and judicial system of the new country, Pio/oci card is only for a visa free travel, expecting voting right for those holding one is a lost case as it involves conflict of interest.
