I have seen young black lady just throwing the wrapper of chocolate on subway floor even while the train was approaching the station. And I wouldn't surprised by the results if a census of taken of the people who leave half eaten stuff or trash in subway cars.
Same with waiting for a pedestrian to cross the pedestrian walkway, esp in shopping malls. Those people will just drive away.
