One thing I have noticed about young people of that colour - boys or girls - men or women - is they perhaps lack some basic rules of civility. Is it something cultural, genetic or inherent - would be an exercise for a sociologist.

I have seen young black lady just throwing the wrapper of chocolate on subway floor even while the train was approaching the station. And I wouldn't surprised by the results if a census of taken of the people who leave half eaten stuff or trash in subway cars.

Same with waiting for a pedestrian to cross the pedestrian walkway, esp in shopping malls. Those people will just drive away.
