To provide you with a definite answer, either YES or NO, one has to know a few of the answers and also must have a background information about him. Such as his education and his work for starters.

If he studied for a period of Two years in Post graduate studies HERE then one year is enough. If only one year or none, then he ought to show TWO full years of work experience. They might consider his 4016 hours as equivalent to TWO Years. That is left to the Immigration Officer and....

He must apply within 12 months of his leaving his job, and he must have 24 months work experience in the last 36 months from the date of application.

He must show the proficiency in English Language either with TOEFL or the IELTS WITH scores at a high level of proficiency.

He must have held a post at a level O, A or B in the NOC Categories then existed.

The window of opportunities are closing during the end of September and if he applies he should get an acknowledgement prior to its closing. There by getting his foot in through the door before it closes.

He must BE prepared to pay two fees, cost recovery fees and also RPRF for himself and his spouse when they ask for it.

Not to discourage you, or your friend, with the employment situation at a stand still currently, entering into Canada is difficult and the Immigration Department has set in a 'CAP' for all of the professions and I would ask you to analyse his status by yourselves prior to applying. Alternately, you being here, assess the current situation for him and see if you can find a suitable opening for him in a similar job and get him an LMO and a letter of employment and proceed cautiously in getting established after that.
