Has anybody's parents ( Indian citizens) gone to US on visitor visa ( 6 months) and then applied for Canadian visitor visa from US? What are the chances of it being approved?
Does anybody know the procedure?

Yes, my mother in law did it twice successfully once at the consulate in D.C and once in Detroit. She has a 10 year multiple entry US visit visa.
Chances are good as long as it's a close relationship (parents, in laws). Might be tough for younger people but my wife supported her cousin's (30 yrs old)cdn visa apps and got it successfully through detroit.

How many times do they approve it.... I mean stay in US for 6 months and then stay in canada for another 6 months and go back to US again... Can they repeat the process till they get Canadian PR (3 yrs or so)?

If the applicant has long term multiple entry visa to both countries, then you could in theory do this 6 month shuttling. The entry into both countries are entirely in the hands of the POE officer.
If the applicant needs to apply for visa to either of the countries every 6 months because the applicant was issued only 6 months of visa, then it is entirely upto the consular officer.
