I have a very serious question to ask about the student VISA for Canada. I had applied for a Canadian PR in 2008 through local consultant in India which was rejected due to less experience in Management.
Now I have admission in Canada college and will be applying for student VISA. In the VISA form they have a section which says "Applied to any Canadian immigration VISA" => PR, student, worker etc
Should I select this as yes ??? Next line says "Been refused VISA to travel to Canada" Yes/No
So I have to answer these 2 questions. If they see that a PR was rejected my chances of student VISA will be less. I am going for 1 year college degree.
Do they have records of rejected PR, like passport number etc.
Please advice, because if I write rejected then my chance of getting student visa will be less.

you should provide all true information in forms, if you will hide PR rejection and they later on found, your rejection is 100% sure.
so answer both questions with correct details and if you fulfill all eligibility criteria, there are high chances of getting your visa approve.

Thanks for the information. When my PR was rejected it was in the eligibility phase, I did get a letter from the Canadian immigration office informing that my experience is low. But on my passport I do not have any rejection stamp etc. Do they have record of PR rejection and can they check against my passport number for that information ?

They will have all your details with a note that your PR application was refused due to less experience ....
In your study permit application, mention that you have applied for PR once, but your application was refused due to lack of experience. I do not see any problem for your Study Permit if you fulfill other conditions. DO NOT LIE .... YOU WILL BE DISQUALIFIED ATLEAST FOR 3 YEARS.

Thanks for the advice. I exactly wanted to know the same thing if they have past records, so you have answered that. I am scared because if I had applied for PR they will reject the study visa as they may think that I will not come back from Canada after the studies.

Becareful they are very smart - my friend PR visas got rejected as when she applied for her immigration she did not tell them she lost her old passport (where she had been rejected student visas) - But when she applied for student visas the second time with a new passport, she got the visas but unfortunately when she applied for Immigration - She got rejected.

From what you have mentioned, she got her study visa while she had not mentioned her previous refusal of PR visa.
