Desi's, is it not possible to apply for OCI for minor(born in Canada), when both parents are Indian passport holders? is the only option is to apply for visa to India?

That's correct. One of the parents must qualify for OCI for the minor child to qualify.

Where does it state that. I read thru the documents in the link you provided. All it states that one of the parents must qualify, based on their Indian nationality, but it DOES NOT go on to say that one of the parents must be an OCI holder, or am I missing something.

Other than OCI and visa, you should have the PIO option for the Canadian born child.

Here is how it works:

1. Indian citizens cannot apply for OCI (that's like asking for Cdn PR when you are a Cdn citizen).
2. Foreign citizen adults who WERE previously Indian citizens are eligible for OCI if their citizenship country allows dual citizenship (US, Canada, UK, etc)
3. Such foreign citizen adults (as indicated in point 2) are eligible to apply and obtain OCI.
4. If the foreigh citizen adult is eligible for OCI, then his/her minor child is eligible for OCI.
5. As an extension, I believe, a minor cannot obtain OCI without the eligible adult obtaining the OCI (even if the adult is eligible, but does not apply). This point is my guess and not documented as far as I know.

In other words, minor children are by themselves NOT eligible for OCI unless one of their parents are (based on current foreign citizenship and prior Indian citizenship).

Got it... ;) That's the point I was missing, i.e. if you're still an Indian citizen you are not eligible to apply for OCI.

So I guess the op still has an option for PIO for the child (as stated by Val above)
