Ok, if I do the easier things including flooring (which I guess is easy), and outsource the tougher ones, what kind of costs should I estimate for (average)?

Do I need to get permits for electrical and plumbing from the city hall before I start the basement completion project?
Once the basement is finished, which adds to the overall living area in the house, does it impact my property taxes in any way?

If you are building a kitchen and a washroom, only then you need permits. You are asking for trouble by applying permits. No one does that. Only get your electrical certified by approved EPA contractor. It will help in any insurance claims.
You will not get a permit for a kitchen in basement as houses in mississauga are single dwelling units.
