How much to construct a basement?

Ok, if I do the easier things including flooring (which I guess is easy), and outsource the tougher ones, what kind of costs should I estimate for (average)?

Ok, if you want to do part and part by professional...that would be costlier as you need to call trade professionals to do the job. A renovation company will do all the jobs cheaper being a turnkey project.

Who said drywalling and sanding is easier....these are pain in the butt. If you are not perfect, your walls will looked ugly.

Painting is also not that simple as it is not painting your current house walls. You need to prime the drywalls sufficient enough to give a cleaner look on finished walls.

Before you jump into constructing the basement, plan plan and plan. People repent after constructing the basement and you hear them say wish if I had put a washroom here instead of there. Ihe basement would have looked more spacious...

It won't make much difference to overall costs.
It may save you a few hundred $$.
Painting is perhaps the best option for you to take on since the contractor can do everything else and then leave.
You can prime and paint the walls later.
Even if you mess it up a little, you can fix it.
At most, it doesn't compromise the safety and structural stability of the construction.

Desi#1 is right that if you do drywalling etc. yourself it will delay and interrupt the contractor, if he's a full-time contractor.
There are part-time contractors, too, that do the work 2 - 3 hrs. each day.
This gives you the option of doing some of the work yourself.

Do I need to get permits for electrical and plumbing from the city hall before I start the basement completion project?
Once the basement is finished, which adds to the overall living area in the house, does it impact my property taxes in any way?

If you are building a kitchen and a washroom, only then you need permits. You are asking for trouble by applying permits. No one does that. Only get your electrical certified by approved EPA contractor. It will help in any insurance claims.

You will not get a permit for a kitchen in basement as houses in mississauga are single dwelling units.
