My mothers Canadian PR was being processed in AbuDhabi as she was living with my brother in Dubai on a long term visa. Now my brother has moved permanently to Singapore from Dubai and my mother has come here (Toronto) on a visit visa for the next one year.
My question is, now that my mother does not live in Dubai anymore, do I have to inform CIC in Abu Dhabi and transfer her application to a Canadian processing center as She is with me now. Her PR application is in processing for 5 yrs already, if I transfer it now will that process start from scratch and take another 5 years.

Since you say that your PR application is being processed for 5 years, one may assume that your sponsorship application has been approved and your mother has submitted her documents to Abu Dhabi. If she is no longer a resident of Dubai, her application will need to be transferred to the Canadian High Commission where she is a permanent resident of. Canada does not qualify as she is here on a visitors visa. The problem you face is that wherever her place of permanent residence will be, she will have to resubmit documents. If it is India, then she will have to resubmit documents to New Delhi and that will take another 2-3 years for the PR to come through. A better option for her would be to somehow maintain her physical address in Dubai or if you have friends, then request them to allow the use of their address and forward her mail to you. If in the next year or so, she gets the call for medicals, she can actually do them in Canada. One thing you must ensure is that she does not overstay on her visit to Canada as CIC is looking for every possible excuse to delay or reject parental sponsorships.

Yes, as you guessed my sponsorship approval came in 2008 and my mom submitted my papers to AbuDhabi in 2008. Since then it is in processing. After my brother left Dubai, I have given my CIC abudhabi friends address in Dubai for any communication regarding my mothers PR. She can also travel to dubai if called by cic abudhabi. Would this plan work.

Looks like you have alreasdy done the needful. Beteer to keep the application in Abu Dhabi and she can travel for medicals if needed or even get them done over here. She shoudl be getting her P this year, if you sent the papers in 2008.
