Places to Shop around US border

I need suggestions from fellow CDS. Where should I go for some shopping and sightseeing near to US-Canada border ? Buffalo outlet mall or Birch run prime outlets? I am planning 2-3 days of trip. Is it worth to drive just for shopping or not? Which place has nearby attractions so that I can have little bit of sight seeing too. All suggestions are highly appriciated.:

It will be worth if you are returning after 48 hours or more, as you are allowed to shop for $ 400 per person.
