I'm sure it is less than 100%, and possibly much less.
It is traded on both the Canadian and US exchanges so obviously some of the ownership is non Canadian.
As for how much exactly, we'll either need to dig through analyst reports and/or speak with Investors Relations.
Don't be surprised if substantial holdings are non Canadian.

We had that last year when the Canadian govt. blocked the takeover of Potash Corp. by BHP.
However, the fact was that a substantial ownership of Potash is non Canadian already.
These days ownership lines are so blurred that hardly any public corporation can be claimed exclusively by a country.
