I Claimed refugee status which was rejected by immigration.
After several years , I was accepted on humanitarian basis .
My indian passport was expired in 2008. Now ,please help me and give suggestion in getting renewal of my passport, because indian high commission is not accepting my passport application as I am accepted on humanitarian grounds.
Immigration is not giving PR Card to me because I dont have valid passport.
Please help because ,I am in canada since 2002 and I have two kids . They are born here in canada.

You are citizen of India .... and they can't refuse to renew your passport.
Why you volunteer lot of stuff to them. Just ... apply with a letter saying that you need a passport for your travel or to go back.
Since you are indian citizen, you have right to have indian passpor. Try tp meet indian passport officer or indian consular genaral with letter of explanation.

I am seeing some beggers in India who are not given the basic necessities of life in Canada. Wondering to see if Canada will accept them. Or will they accept only those who can afford a plane ticket or a snake head fee.

Per Indian High Commission website - http://www.hciottawa.ca/index.php/consular-services/passport-services - passport will not be issued to anyone who left based on refugee or humanitarian grounds. See excerpt below. The option is to obtain an Emergency Certificate for one way travel to India. To me, it implies, you either cannot travel to India or cannot leave India once you enter and you may never receive an Indian passport.
You may explain this policy during application for PR card to CIC.

Passport Service to Refugees
No Passport Services (and many other services such as OCI card or PIO card) are rendered to refugees or asylum seekers. Any Indian citizen who has sought refuge in any country on political or any other considerations (such as humanitarian or compassionate grounds) is not entitled to have his Indian Passport re-issued, renewed, or freshly issued. This is so as there is no reason for citizens of India to take "refuge" in a foreign country in view of excellent political, economic, social and financial opportunities available to citizens in India. Therefore, cases which have been or are being considered for Permanent Residency in Canada on political asylum or humanitarian/compassionate considerations (known as CR and HC class of cases) will not be given Indian Passport. However, such persons, for the purposes of returning to India, may apply for Travel Document through Canada Border Services Agency (CBSA). They will be issued an Emergency Certificate (EC) which will be handed over to them at the time of departure from Canada at the airport by an officer of the CBSA. The Emergency Certificate is good for one-way travel from Canada to India. Please note that it is not a Passport and is not valid for normal international travel. Also please note that an Emergency Certificate will have a note written thereon that is being given due to fact that holder had taken refuge in Canada. In India also, Passport facility may be denied to such a person, depending on the circumstances in which he was given the Emergency Certificate.
