Getting Canadian PR under Quebec Skilled Labor Category

Hello Everyone,
I am planning to get Canadian PR without getting a job in Canada. I found out that I can apply for the same under 'Quebec Skilled Labor' category.

I have a couple questions on this-
1. If I get the PR under this category, do I have to stay & work in Quebec or can I work & stay anywhere in Canada. (I have done Bachelors in Computer Science)
2. There is an interview process under this category. I'm not sure where do I have to got for that. (I'm currently working in the US on H1B)
3. I have also found that the processing time is quicker in India-New Delhi, than compared to in the US (Buffalo). Should I then apply from India..
4. Do I have to give up my Indian Passport on getting the Canadian PR?

Kindly help me get some clarifications on the above..

the first question you asked will come to mind of your interviewing officer also. Thats is why , process time is faster in india and slower not only in US , but also from within canada( outside quebec)
offcource you can move anywhere in canada once enter in quebec. But that defeat the whole purpose of PNP program. you have to convince the officer that u indend to stay in quebec.

few tips
learn french well to score atleats 8 points
know not only about montreal but also about other cities in quebec
know well that you potential employee names residing in quebec.
