I'll reflect what others have said. Jobs are challenging to find, to say the least, especially, if you need work permit sponsorship. Having said that, you have US experience that will be viewed very favorably.
For PR, you should first check if all of your applicable professions qualify for PR. If you do, according to Govt's promise, you might be able to get your PR within few months. Visit www.cic.gc.ca and get knowledgable about the PR process.
Since you have lived in the US for so long, you would find Canada a familiar place to live. However, you also have to realize Canada is a different country. Hence, you will find living expenses, tax systems, etc, etc, etc different from the US. There are ways to mitigate the impact, but you need to first concern yourself regarding job opportunities and/or PR possibilities.

Computer Engineer, have close to 13 years of experience with some certifications (Sun Java architect 5.0/PMP). I've been told I'm a good PM (hopefully true !!) and can geek out on many technologies.
