Hello friends,
I landed in Canada in October last year and became permanent resident. My wife and son landed last month and became permanent resident of Canada but they are here for approx 40 days. They will be going back to India and will come back probably at the end of this year. I am confused in following matters:
1) Can we apply for child benefits considering the fact my son is now a permanent resident of Canada but will be leaving Canada next month and coming back again at the end of this year? Is there any implication of doing this in future?
2) Can my wife and son apply for the health card? Health benefits anyways take three months to start. Are they allowed to apply for this now considering the fact that they will be going back? Is there any implication of doing this in future?
Pleas share experiences and knowledge on this.

You can register for your health card now. Health card will come just before your 3 months would be over. Health Canada and immigration are not related. So they will not be able to monitor less than 1 year departure from Canada though the legal limit is 180 days.
Regarding your CCTB, (Child care benefits) you should register right away and your child will be paid from the day he entered Canada. You are allowed for 180 days out of Canada and still be paid CCTB. So in case your child is supposed to be away for more than 180 days, inform the CCTB board to stop the payments or make sure that your child comes back within 180 days.

SS is talking about OHIP ( qn 2 by OP) which is more a provincial program.
Here are action points for Delhi Indian
1. Apply for following
a. CCTB - Apply immediately, send forms, Assessment will be done based on the income you put in the form for last year. You are eligible from day one. Do not forget to send bank direct deposit form along wiht application. Thats important in your case. . There is no stated rule of how many days you stay in Ontario, but on change of address (changing in your case) or PR status (not changing in your case) or if you are no more residing in Canada you are suppose to call 1-800-959-8281 to inform. You may got ot hear the 180 rule as stated by TK above.
OCB (ontario child benefit) is clubbed together with the CCTB payments. so no hassles there.
b. UCCB - Apply immediately, send forms, if you kid is below the age of 6. YOU are eligible from day one in case you are resident of Canada. but in case you are leaving the country , you should inform and follow the instructions.
In both above cases, You may be (or may not be) be asked to establish residential ties. In case you will not be able to do so, then you will get a notice of pay back.
c. OHIP - Apply immediately, personally at service Canada. You are not eligible immediately but you will be given date when you will be and OHIP card will reach the said address on the date. so no harm in applying now. Rest of the OHIP rules stated above by SS are applicable.
