Look at the cons of option 1
* What if there is a delay in any one task
* March 29 (Good Friday) and April 1 (Easter Monday) are stat holidays for the Federal Govt. (and Provincial too). You'd have to check the list of holidays
* March 29 (Good Friday), April 1 (Easter Monday) and April 24 (Mahavir Jayanti) are stat holidays for CGI Toronto
Other option is apply for a Tourist visa, for which you don't need the surrender certificate

You do not need to surrender you Indian PP to apply for an Indian Visa. You have enough time. The Canadian Passport comes within 5 days though they mention 7 days. And the Indian Visa is also very quick (just my experience).
And also from my experience, I did not apply for a surrender before I applied for an Indian Visa. They never ask for it. I did that after coming back from India. But yes, travelling on an Indian Passport after geting Canadian citizenship is a crime.
You do not Need Canadian Passport to Surrender Indian Passport.
You can Apply for Surrender cericifate with Citizenship certificate at BLS (15 days)
and then Apply for canadian Passport (7 days) .
Once you have Canadian passport and Surrender cerificate you can apply
for Indian visa.

To Apply for Surrender Certificate You have to Show Original Citizenship Certificate and Citizenship card . They will Take a Copy of it and return it. They will Keep only Original Indian Passport for cancelling.
After you apply for Surrender certificate . Go to Passport office and Apply for Canadian Passport. There also You have to show the Citizenship certificate and Citizenship card. You neednot Submit the originals. Canadian Govt doesnot care for Indian Passport
You will have passport in hand before you get Surrender Certificate.
