I am requesting you to provide some expert advice on this matter.

I landed in Canada on sep 25, 2013 and didnt receive my PR card but was asked to re send my photos to print the PR card. The new photos reached CIC on nov 18 and they are now saying that the processing time will be counted from the day cic received new photos and I should expect my card by Jan 15...I have to travel on Dec 26 to India and come back on Jan 24..I have decided am thinking whether or not to apply for a travel doc as its taking a month for delhi consulate to issue the travel doc and I am not able to postpone my return trip as I have to travel on Jan 24. Also,if I have to travel thru US, I have to spend a fortune to cancel my current ticket and book a new one.I am hoping that I will receive the pr card by jan 15 and can ask one of my friends to courier it to India. But I am a little concerned that if I apply for travel doc and the passport is stuck with the consulate, I will not be able to travel even if I manage to ship the pr card from Canada.

Can anyone tell me how long did it take for you to receive the travel doc?

THE BEST THING TO DO UNDER THE CIRCUMSTANCES ..WILL BE... : As soon as you reach your destination, either on the 27th or the 30th of December, apply for a TRAVEL DOC. fill in the application right now with all of the available details you have and provide the VHS office a copy of your E-TICKET for return and make a request for an express return of the documents. You provide them with a COURIERS return WAY BILL, pre paid for their usage. You should have it in TEN working days failing which in THREE WEEKS for sure. But please ask them to make sure of it at the Indian end.

If you came to Canada on a Return Ticket, you have been flagged down.

Your PR Card will arrive after your return, by snail mail, here at the address provided for their usage.

Full House, that is my plan as of now to apply for travel doc on dec 30 as soon as I land in India and am preparing my documentation right now. Worst case, if I dont get the travel doc in time, I will plan to enter canada by road from USA. Do you know if its advisable to take a one way ticket and fly to USA and then drive by road to Canada?

With your e-ticket and 21 days in hand, you should receive your Travel Doc. If it is delayed contact the travel agent and extend it by a few days.

Please do not try any other means of entry. It might get you into soup. Enjoy a few Xtra days there. If there is a SPECIFIC reason that you are making the trip, then provide the Canadian High Commision there with documents. They are not that bad.

Am I reading your mind!! Yes I guess, when you are up the shit creek without a paddle.... everyone learns and finds a way..

Have a safe trip and come back and tell us.
