Yes, I do live nearby, so that was a boon.
Also I forgot to mention that by the 3rd visit, the guys knew why I was there. I didn't even have to stand in line to get a number. In fact by then I was loosing my patience and had no inclination to line-up ...once again.
On the 4th visit, one of the staff members gave me her personal cell number and asked to call before coming. Now that's a different story that she never answered her phone and neither did she have a v/mail to leave a message

I guess its only here that BLS follows the rules of transfer of OCI sticker to new passport. The officials in India dont care if its on the new or old passport as long as you carry both. We recently visited India and though we had the OCI stickers transferred to the new passport, out of curiosity, I asked the immigration official in India if it needs to be at the new passport and they said it really does not matter as long as we carry both the passports.
Looking at the pain, mentally and physically, to go through this process, I am much in favor of taking the risk carrying the old and new passports.

Ooh, ooh, almost there. Received another email from the Vice Consul stating that BLS will be shipping the expired passport and OCI today.

Received a call from BLS!!!! It's a miracle.
Spoke to a high speed talking dude who wanted to charge me another $$$ to ship the old documents back. Half way through, he didn't know what to do, so he transferred to another person whom I could understand. Paid the money and supposedly I will receive them by tomorrow.....
Crossing my fingers.......
What should have been a $35ish cost has already cost me more than $100.
