A new Citizenship bill is being tabled today in Canadian Parliament with redical changes. Get ready. Basically, Govt.'s message is: Canadian Citizenship is not on sale.

Here are some salient features of the said Bill:

1. You can't apply before 6 years from becoming a PR.
2. You have to be physically present in Canada for 4 years.
3. Have to attach the income tax assessment for the period specified. Also, to declare the global income, if any.
4. Citizenship fee increase.
5. English language requirements - age increase to 64 years.
6. Reduction of Citizenship timeline to the max of 12 months.
7. Will not be retroactive, i.e. will only apply to the residents that are landing after the Bill is passed.

Is it my observation or its true.
I see that Canada is closely closing its wide door once it had and open some selective inlets.

That's true JRF,

Canada is going inline with Australia, welcoming only the young and skilled, via. Education sector and Canadian Experienced Class. Those that could pump money in the system right on the onset. In the long run, they don't want to spend money on the widespread Immigration centres and the free healthcare. Hence, closing some of the immigration centres and the limit to the Parents/Grandparents category. Increasing the age limit to the language proficiency test to 64 is also a step in that direction.

It's becoming much harder to get a Canadian PR than ever before. The only routes are marriage, Education, and tough to get Work permit. No wonder, my educated cousins back in India have been trying for years and under the new rules can't even apply anymore.

In addition and rightfully so, and if I got it right, then becoming Citizen is more difficult for the people who are criminally charged in their country of origin. As per the proposed Act.

No more PRs and Citizens in hoardes.

Not sure how much it will again change with Liberals coming in Power (most likely) in the next Federal elections. I have low expectations.

In my view, Canada being a huge country, should develop more cities and direct new immigrants there (by agreement) by opening more professional categories. This will not only expand the GDP, the competitiveness, but more business centres across Canada to give the country an edge and the much needed Taxes to maintain a consistent and quality life style. with a huge land mass, I don't think it's that difficult. Toronto, Vancouver, Calgary are already facing a lot of burden in terms of traffic congesion, sliding quality of life, and more than ever competition.

WHAT ABOUT THOSE WHO APPLY FOR CITIZENSHIP IN 2013??
Is this rules apply for them too??

No, it won't. The act has just been tabled in the Parliament, and has to go through some Readings (I think Three), then debates. I don't think it would be active and passed before a few more months. Besides, it won't be retroactive, in the sense that it won't impact applications already in processing state.

IMHO, you can apply as soon as you finish 4 years of verified residency. You do not have to wait until end of 6th year to prove 4 years of residency. Its just like in existing rules, people apply right after their 1095 days finishing line.

From the CIC site:

"As a result of these amendments, applicants will need to be physically present in Canada for a total of four out of their last six years. In addition, they would need to be physically present in Canada for 183 days per year for at least four of those six years."

Not sure when you can file the Citizenship application. If it's 6 years, then why are they promising maximum of 12 months for the Citizeneship processing. Doesn't make any sense at all.
