I know a couple of people who would like to apply for Canadian immigration. What would their prospects be like under the current rules? Are there any proposed changes to PR applications(on similar lines as changes to Citizenship path) ?
1) 30 year old male-- 7+ years IT experience- currently contracting for a French bank in Saudi Arabia(since two years)---married---BTech comp sci--MTech Biotech---Currently tax free income.
2) 24 year old female---BTech electronics---MBA healthcare from US uni-----one plus year experience in India--currently undergoing post-MS practical training in US. Struggling to find a job in US.
I cannot dissuade them from applying for Canadian immigration under the current job market conditions. However US is also getting difficult, especially for those with limited work experience(case 2) or those without US degrees(case 1).

Off hand I am unable to comment about candidate 1) and Candidate 2). But the doors are once again opening up on the First of April 2014, There will be a minimum of 300 getting selected and the priority is to the first 300.
Now this is as regards the people wanting to enter into Canada and make a home here for the rest of their life. It does not stop them from retiring anywhere else in their later half of their life, if they plan well and do the preparations in advance. May be I can run an operation, at a cost, advising others how to prepare and where they shoould or could retire a LOT COMFORTABLY in life without losing all of the benefits that they acquire here during their working life. Well that comes later and there are others more qualified than me who do it for a living.
1) M.Tech - BIOTECK with TWO years? experience can surely enter here and a search for entry for that individual will be well worth it and do it as early as possible. You should remember that the IT Field is filled with a lot of surplus personnel here and should park it in the background. The banks do have internal transfers available and that is a second route.
BTech with sufficient experience can try to enter into Skilled Trades (Technician) Worker, but only if this field opens up.
2) For this candidate One years experience is just the bare minimum. But the fact that the background is from the USA AS REGARDS THE MBA is concerned, is a point in her favour and if the electronics bacground does have a considerable period of experience, from any location, will surely get her an entry in the Skilled Trades (Techicians) Category. If none, then build a little experience with suitable background, prior to applying or delay such an application to suit the entry requirements...
The lists are made available for anyone now. So, please explore the possibilities. All of this is trying to retrofit the applicant to the openings there. Also explore the Group called OACETT. I canot comment without proper analysis of their CV, that which you are also able to do knowing their life history.
