From my experience of having lived in Germany for about four years and visited most of the European countries as a tourist, I can definately say that it will be difficult to survive just on English although not impossible. To assimilate with the local population you definately need to know their mother tongue. For me this was important because I like to mix with the local population. I learned German language (sufficient to communicate) and hence had a comfortable stay. Also in my personal opinion the job oppurtunities will be limited if you can't manage at least a passable communication in the local language.
But I guess you already know all this becuase you are looking for a European country where the language of communication is English. Not too many countries I'm afraid.
Going as a tourist is entirely different becaues then you only tend to visit the tourist spots where you can manage with English only.

I will look into to Germany but outside of university and even with the students themselves, the locals need to speak English.

TK: I have lived and studied in the Netherlands. I did my two years Masters degree from a university there. The program was delivered in the English language, and during my stay in the Netherlands, I found that most students, professors and local people speak excellent English.

Then you need to explore Ireland, Scotland, Wales, Norway, Finland, Denmark, Malta, Netherlands, and Cyprus.
Other than the above countries, you will face a great difficulty while communicating with the local population in English. Stick to the above, and you'll do fine.
