Dude,
if it is worst in Kuwait, then it is worstest in Canada.
Canada is generally very good for IT professionals, day labourers and finance people.
It is worst for Teachers and Doctors. However see if for nurses it is good.

Health care is a good domain in Canada and better paying than most of other jobs. The only catch is licencing. Contact someone who have recently got the nursing licence. Interview is a difficult part and one should have a good speaking and listening skills. Initially, be prepared to work off hours shifts.

Nursing is getting competitive in Canada. A former colleague's daughter could not find a permanent job. Only contract and if I remember it was part time for about an year after completing her degree. She's a local(WASP).
It may be easier for more experienced professionals. However, they may have to go for extra credentialing which may take an year or longer if they have foreign degrees.
Usually foreign professionals volunteer for many months while completing their credentials and in the process build a rapport with the hospital and supervisors. While it may not guarantee a job with them, they can provide good references.
I would jump to Canada and take my chances if I were living in ME. Worst case scenario, you go back to Kuwait with Canadian license/exp and passport after four years.
The feedback I am getting is that Arab Spring has shaken up govts in Middle East and they are slowly going local for the long term. Don't know specifically about nursing field and about Kuwait though.
If Nurses are ready to go to any corner of Canada ..... they get jobs.
The problem is every one wants to settle in Toronto.
A good student (theory and practice) can get a license in one year with hardwork. Lot of people do some part time jobs and study that makes hard for them to clear the exams.
