Just want to know if it is legal or illegal sending PR cards to someone outside Canada. Does CIC say anything about it. Please advise.

PR cards can be couriered out of Canada or mailed to the person to whom the card belongs to.
So far nothing is mentioned on any Government website. If they can mail it to you here, you can ask some one to forward the same envelope to a location outside Canada also. It stands to reason and good logic.

Thanks FH, ...actually one of my friends approached to an immigration consultant in Canada recently enquiring if he can send the cards through courier. He was told very clearly that it is illegal for any person either to carry them or courier them outside Canada.
Dear FH, just look at the following link specially where they are saying in the "Background" why representatives can't do it anymore ! Do you still think there is nothing illegal in it !!
