There are several rental companies in the strip. You may check one near New York New York hotel which adjacent to Monte Carlo.
When I rented the car, I find there were several hidden costs. So be clear to get the final number when you book. You can also check with your hotel if they arrange rental cars and most often they do.

Airport is not really that far from the strip. If you plan your trip properly, you may save one cab fare by renting in the airport.

You should also consider driving to Hoover dam which is close by, less than 1 hour drive from the strip and don't forget the outlet mall close to the strip as well may be 20 minutes drive. Enjoy your trip.
