I recently received a letter from CRA asking some details and to respond at the below number.
Upon calling the number an automated voice said that the number was unavailable.
After 2 weeks I got a reminder from the same Officer .. I called again on the number provided and this time it connected ... I asked her how could I verify if she was indeed a CRA Officer or what safeguards should I take to ensure that the person is calling from the Agency he or she claims to be ..
She did not have any satisfactory response other than saying that the Officer would introduce himself which made me wonder .... how can one take safeguard in case the scammer has got a letter head printed and a number registered to him .
What steps would CD s recommend in such a case ??
One thing which I can say is never to provide your personal information on phone unless you are sure who is on the other side of the line ....

It happened with my sister, she panicked and called me. I took the callback number and asked him a few difficult questions. He threatened me that I am disrespecting a government officer. Then there was no stopping me, I had to unleash a few F bombs which made him hang up.
They typically call on a Friday evening. In our case he was insisting to pay at the gas pump..I did report the entire incident to the police.

I agree with what you have advised .. take a general number and an extn , verify it on the internet and call back .
@TK - Yes the letter was from CRA but since the call back number was unavailable , it made my mind thinking in the what if ... scenario ..

Its surprising it has gone to the level of postal mail.
Having seen so many CRA / IRS scams,
We could ask them to provide the case number (every task has to have some ticket number), call the CRA main board (if available, verify the ticket) and then respond to the caller.

A safe bet is to find out what office location they work in and their general number and extension. You could also find out/verify number of the office on the internet. Call the general office number and ask reception to transfer.
CRA letters generally include sensitive info (like SIN number or your GST registration number etc.) that these scammers likely would not have. If the letter has this info., it is likely authentic - but no harm in doing above to verify.
