I have one other question about the police clearance certificate required from India for the parents.
the CIC website says that it is enough to go to the nearest Superintendent of Police and get it.
but I have also seen other articles online that say to get this from the passport office by filling out a form.
so what is the best way to do this...should I instruct my parents to get it from police station or does it have to be from passport office?

Even in 2003, the PCC was to be got from IG or a senior officer.
PCC in passport is also OK but if police check was not done, this could take 6 months.
So best is to get a broker and get the Police certificate from the IG.

Yes. IG means Inspector General.
In 2002, just a letter from the police station was enough and my dad paid Rs 1000 bribe + took a known lawyer and got it.
In 2003, The statement from the immigration wanted a senior police officer to give the letter. We tried but we were not even allowed inside the IG's office. So I did a duplicate seal of the IG and got the PCC done. The Canadian govt. accepted it.
I have heard that if the Police verification for the Indian passport had not been done previously, then the process (through the passport office) can take 3-6 months.
however with now the bio metric scan to issue the passport (Indian), may be things are smoother.
Just check with them and then use your common sense.
