It's called as Metropass Discount Plan (MDP) and has been around for ages. The fine print is that you have to commit for a year.
Details here

TTC you take a transfer from the bus driver, when you board & in one continuous SAME direction you can travel by showing the transfer.
Mississauga , Brampton etc is even better , they give you a transfer valid for 2 hrs in any direction , any bus when you board the bus for the first time..so you can even COME back in the opposite direction..so in just 1 ticket , you can go & come back also.
Now , with PRESTO card being implemented , things are getting more seamless.
I don't c many children in TTC bus even though it's free nor did I c queue in McDonald for free coffee.

May be you are going at the wrong time.
On weekends , you can see lots of them (the people who just enjoy)
On weekdays, you have to go at school time (in some routes where school bus is not there) like the old dundas steet line, and you can see these children going with their siblings.
Canada is a car country. TTC is mainly for initial immigrants who are doing labor job and canot afford a car. It is also for some people who even at the age 50, still do min. wage labour job like the Tim / MaC D employees
