On the lobby they keep perishables like Bread, Buns, vegetables which are in excess that no one wants them. If you donot take it, it will be thrown in the garbage.
I speak from experience in Waterloo. In another Salvation army food bank, junk food (mayo, powdered juices) will be kept for for take away as no one wants them any longer.
You can ask your money deficient tenants to use them. Always advise them to pay back, when they are in better position in life in Canada or elsewhere.

Actually, you canot say that it is a waste. Non perishables will be kept for a long time. But no one wants pasta in can or soups in can as the sodium is too high.

Bread , Vegetables are donated from the big stores near expiry time or after expiry. So they have a window of 2 days only. After that, if no one takes, it has to go to garbage anyways.
