On a side note, I had a tough time trying to withdraw USD from an Indian Visa travel card(ING-Vy, issued in USD) in Toronto. Didn't work. This was a few years back.

ICICI UK has pre paid RUPEE travel cards for India, which you can buy beforehand in UK with British pounds, before you even go to India.
I don't know why ICICI Canada doesn't have the same.
Its very convenient , so when you are in India you DON'T have to carry lot of cash with you in Rs. Easy to store & also safe.
Also you don't have to use your own credit cards & debit cards on India. Lot of credit cards & debit cards get compromised in India & your PIN is stolen, Card is skimmed etc.
Just use the pre paid Rs. card to shop or withdraw money from any ATM in India. ICICI Canada needs that soon !

Usually most banks & credit cards & money transfer services & ATM's make about 2.5 % on the exchange rate.
This is NORMAL and the cost of doing business.
Some charge administrative fees & service charges on top of it. Those guys rip you off , as they make money BOTH on the exchange rate & the various fees they charge.
But DON'T be fooled by NO fees , bcoz sometimes they make up for that in exchange rates. So see BOTH the exchange rate & fees charged and go for the best option.

CIBC: max CAD 300 w/drwable + $3 transaction fee ( i declined the transaction)
TD: max CAD300 w/drwable / no transaction fee but inferior exchange rate it appears.
here end to end: I withdrew CAD 300; was charged USD251.24 at ICICI end
