Funds to Carry while Landing First Time in Family Sponsership for SINP

Hi All,
I am planning to Visit Canada by the End of July alone
My Wife is already added and examined but not accompanying me.
So, my concern is about the Proof of Funds as below :-
1. I am planning to come with 2500 CAN$ in cash.
2. Just opened my Scotia Bank account and will remitt around 7000 CAD$ and show the latest
statement to Immigration Officer.
3. Also 5000 equivalent CAN$ in my Indian Bank account and come with the latest account statement ie atleat for 6 Month.
In this case i need to inform/declare the Immigration Officer that i am having more than 10000 CAN$ and need to fill the form in person both at landing in and out.
Also, this can be done that in this way and no need to inform the IO as amount will be less than 10000 CAN$ :-
1. 2500 CAN$ in Cash.
2. 4000 CAN$ in Scotia bank with Latest Statement.
3. 3400 CAN$ in Indian bank with Latest Statement.

What you have quoted here is correct for those who are Immigrating into Saskatchewan and you will have to show the full amount that calls for the whole family at the time of landing there, and after landing also. So, "carry", an amount of $15,000 at the time of landing anywhere in Canada. After you show the amounts, you are free to retain what you feel is needed for your stay there.
The Saskatchewan Government has tightened up their Immigration Process and you may have to not only seek employment there, you will have to stay and spend a substantial time there before the SINP approval process gets completed.
The main reason that I am asking you to bring the sum of $15,000 into Canada, and for god's sake, Please declare the total amount you are carrying with you at the time of landing is, that there are no Direct flights into Canada and since you will be landing at a location other than your destination, the CBSA might want you to have the FEDERAL Requirements to Immigrate into Canada. So, I want you to be prepared for such an eventuality and not get turned down or sent back to the country of ORIGIN.
So, follow the guide lines and exceed the same and Declare all of what you are carrying. Also bring all of the Original documents and your Immigration files that you have on you. (The copies that you have on you.)
