These guy's donot know how to develop a city / town.
First, no one will come unless there is a way to earn bread. So they should (the town) invest in farming / agriculture or if it is rich in minerals, give exploration licences or give incentive to companies to set up shop here (land free, tax free for 3 years etc..). All this could be done by borrowing (as tax bond from the public or govt. borrowing). Once companies move here, then give them cheap land to build their houses.
Once industries / agriculture / exploration kicks in, you will have all sorts of people moving in like workers, gas pumps, conveience stores, bus stops, schools etc.. This is the way to grow a town in current conditions. Once population crowds in, start your taxes. The city or town may have to wait a few years till the first tax rolls in.
We have seen the reverse happening in many US cities. Due to low returns or exploited mines, the company moves out. Some people who are used to the life and have a home, still hang on, due to pensions and the like. The population dwindles, and things start to close. Hosiptals, schools, conveinece stores etc.. It becomes a ghost town.
MAy be when I have free time, I will write to the city and tell them how their idea is flawed (but then, they are Gora's and they must be knowing it, even better than us).

You still have not understood the concept.
They require you to deposit $ 1000 initially. You then have to live there and build a house. Once you build a house there ( it may cost you anything between $ 50K to $ 100 K to build in that god forsaken area), they will refund you the $ 990. So you get the land for $ 10. Your investment is $ 50,000 there. So you will not leave it and go. They want you to come and farm there, populate the area etc..
So it will not work out. It is not like you spend $ 1000 now and you will get $ 100,000 in 10 years (if the area ever gets big).
For people like you, I would suggest, pooling up money / credit history and then buy land (using bank loan). Subdivide into housing plots and build houses (all with bank loans) and sell. It is a very profitable way. The same way how a lot of Italians got rich.
The next way is to identify what mining may go big and aquire mining leases and keep it (mining leases come for a negligible amount). You will have to wait there until metal prices go high and some company is interested in mining there. At this time you can sell mining leases or do a JV. In case you fail to evoke interest in any mining concern, your lease will lapse and you will end up losing you initial negligible amount.
So always, read and understand carefully before you start counting your eggs.

Trust me if we have couple of people ready this things are very easy ... have you heard the name of "MANIPULATION OF SYSTEM " ???
- ALSO , i don't know for other for me 1k investment is just charity to do something for our CD community ... i aint looking for any return on my investment but at least we have some center or place where we can all get together ...
community only grows if we help each other... starting by investing in small amount may turn into successful organization - and don't want to be part of successful organization ????
i am ready to start today , just need someone to handle this - if someone wants to take initiative , i will put his/her 1K from my side for their effort and time... ANYONE ???

Still you have not got the point.
You canot do anything with 1 K.
With 1 K investment , if you donot build a house, you will lose the 1 K money (say may be after 1 or 2 years and when they see that you have not built a house there).
No CD will join you to lose the 1 K money.
