We come from a country where the authorities (govt or private institutions) are all chors. That is what we are comfortable with and that is what we want to see.
Volunteering is done of people's own free will and is their way of giving back to society and building a community. Eg. If a child is lost - thousands of people spend hours searching each km of land. They don't expect to be paid.
Volunteering is also for networking and meeting people and spending some time in meaningful contribution.
It is us immigrants who have given it a bad word. It is in the immigration Center that our own wonderful advisors tell people to volunteer to get "free" work experience. Go to a school and volunteer - you will be considered for a job if there is an opening. Nobody tell them and they do not use their own intelligence to find out that teaching is a qualified job and requires training and background and hiring is done in a set process and manner.
People expect "pehchaan" in school by volunteering will help them get jobs. These housewives go in droves to schools to "volunteer" - with the sole purpose of getting school jobs. And then they crib when there is a vacancy where someone gets a job - but why should you get the job?????
As regards a police clearance - I think this is required - and annual renewal is also mandatory considering proximity to kids and old people. It's a safety issue. Most people (Goras) who volunteer do not mind this cost - since they understand the logic behind it.
To sum up - we Indians/Asians - even bribe God - to get our work done - I will give you chaadar or 1001 or walk to your temple or fast etc. we approach volunteering with the same mindset - wanting free experience and wanting it to eventually magically convert into a job. Please get your definitions right and stop listening to people who give such nonsense advise of volunteering in exchange for jobs.
Don't give a good thing a bad name. Nobody is taking your "millions". Volunteering is Seva - like they do in Gurudwara - or in a natural calamity zone. These Goras make it a part of their daily lives - this Seva. It is part of school curriculum. It is part of their psyche. Volunteering is noble.
Please don't misuse / misunderstand / mislead by ignorance. We need to observe, understand and modify our own mindset - before we blame society.
