Air canada has a promotion till April 6th for Toronto to Delhi flight for $ 1165.
Check their website for details.
Remember to clean your cache every time you RE search on same site .
When you search fares from scratch it is always lower but when you use same browser twice its always higher as IP trackers are n place . You will also note message pops ups displaying last N+1 tickets left ( n represent the no of seats you are searching )
I learned this dirty secret hard way.
I extensively use Cheaopair for overseas and priceline for NA .
Surprisingly last season I found best rates on www.jetairways.com direclty. So don't overlook to book through direct airlines sites.

Yes you can. But not the other way round. As long as the flight originates in India, you are fine. You can use your NRO debit card or NET Banking. If you use debit card, the physical debit card has to be shown at the airport for verification.

Answer: You can buy tickets in India with money from your NRO account. I guess your question probably refers to whether you can pay for airline tickets in Indian Rupees. You can do this.
The only stipulation that I am aware of here is, that the flight must originate from India. For example, you could buy a ticket from Delhi to New York, or Delhi, New York and back to Delhi. However you cannot buy a ticket in India with Indian Rupees, for a flight that will originate from abroad.
For example you cannot buy New York to Delhi tickets and expect to pay with Indian Rupees
