For a PR immigrant after landing in the Province which had nominated him and changes the province if he does not find a job in his related field. Will there be an obligation applying for Citizenship later?
I don't think so. You are within your Rights (as granted by the Constitution of Canada in Charter of Rights) to move anywhere in the Country after you have been granted the PR. Having said so, it's a grey area. It's also a moral responsibility to live in the Province that was instrumental in granting you the PR. If you are not able to find a rightful employment in that province (after making enough effort. May as well document it), then I think you are well within your Constitutional Rights of Mobility to move elsewhere.
But, don't take my word for it. May be contact someone who is an official authority on the subject.

Most of the Immigrants might not be aware of the mobility rules prior to landing and hence will be trying to settle down in the Province of Nomination. Generally upon meeting with the PNP authorities, they will guide them to a suitable post, one that they needed to fill from their prospective clients. The salary scale will be above par since they do not promote nor encourage a lower scale nor towards the basic wages. Hence the settling down in the Province of their own choice.
People who raise these questions are academicians who start a topic to pick a bone with the posters and I for one will let it ride and find its own closure.
But the point you make is noted and it is true that they can move about freely anywhere in Canada. Does it affect them when they apply for their Citizenship. YES, you know that you have all your rights and it is also good to know they have all their lefts and that is the time the rubber hits the road and they can keep dragging their deriere for a long time and make you wait for as long as the Cows Come Home. But they don't.
So you be the judge.
