I have been told that it is more difficult for a British or German White immigrant doctor to become a qualified doctor here in Canada than a South Asian brown doctor.
Any guesses or known reasons - why?

I believe it is not a question of color of skin or race, the important factor is 'How connected are you with the regulatory body'. In Ontario, College of Physicians and Surgeons of Ontario is the regulatory body for medical professionals. To me, it looks like a club of medical professionals with restricted entry. I know few instances where kids of Doctors who graduated from Europe or Caribbean's get residency easily in Canadian hospitals and at the same time, other foreign trained doctors still waiting for their turn. One of my known person told me that in the residency selection process, there is an interview part, which must score good marks and that it the deciding factor. If you are well connected, can join the club early and easily.
It reminds me the Civil Service recruitment process back in India. Around 25 years back, there used to be a final interview where senior IAS/IFS/IPS selects the candidate. One of my friend who was able to reach to that stage, told me that they can ask any question in the interview. In his case, one of the interviewer straightly asked him what is his caste and gotra. Another asked if he has any family member in civil services. To me, it seems like a high level club where entry is limited by reference only.
